The TRPA is currently investigating the best plane for pier development along the shores of Lake Tahoe (called the "Shorezone Plan").  They have determined that the Lake has capacity for 600 additional piers.  Suppose that they conducted a survey to see if the mean number of additional piers that Tahoe Basin residents think should be built is less than 600.  The mean for 75 Tahoe Basin residents surveyed was 590 and the standard deviation was  100.
